rtl_tcp & libusb-1.0 port supporting opening devices from Linux file descriptors

rtl_tcp and libusb-1.0 port for Android modified to support opening devices from Linux file descriptors.
This driver implements an extension of the rtl-tcp protocol. It is fully compatible with any rtl-tcp capable client. However it also adds a number of additional commands that can allow Android clients to use the same API to control other SDR hardware devices such as the SDRplay or HackRF.

Permissions
- run foreground service
  
  Allows the app to make use of foreground services.
- have full network access
  
  Allows the app to create network sockets and use custom network protocols. The browser and other applications provide means to send data to the internet, so this permission is not required to send data to the internet.
- prevent phone from sleeping
  
  Allows the app to prevent the phone from going to sleep.
